Brazil’s Law of the Sea Bill: A Bold Step Toward Global Sustainability Leadership

Brazil’s Chamber of Deputies has approved the Law of the Sea Bill (PL 6969/2013), now under review in the Senate. This proposal introduces a comprehensive marine conservation policy and lays the foundation for a sustainable blue economy.



Article 7, section XII stands out by proposing economic instruments such as:

  • Payment for environmental services

  • Compensation for greenhouse gas emissions

  • Green credit with subsidized interest

  • Tax incentives and certification for sustainable practices

If approved, the bill would enable the implementation of emission-based charges in maritime transport, reinforcing Brazil’s alignment with international climate standards (IMO, SECA/NECA) and complementing existing environmental policies in other sectors like PROCONVE.

This is more than regulation, it’s a signal to the world that Brazil is ready to be a sustainable export leader and climate-conscious maritime power.
