2025: The Year Shipping Decarbonisation Takes Off

In February 2025, the Global Maritime Forum highlighted that 2025 would be an inflection point for decarbonising global shipping, responsible for ~3% of worldwide greenhouse gas emissions. Now, in mid-August, many of those expectations have already materialised.

What’s already happened in 2025?
In April, the IMO approved its Net-Zero Framework, setting the world’s first mandatory global limit on shipping fuel carbon intensity and introducing a pricing mechanism for GHG emissions, effective for ships >5,000 GT, slated for adoption in October and implementation in 2027.
The Getting to Zero Coalition released a landmark progress report, revealing advancement in 26 key decarbonisation actions, but still highlighting gaps, for example, only ~26% progress in actual zero-emission fleet deployments.
A major Boston Consulting Group / GCMD report (June 2025) emphasised that regulatory alignment, port support, and financing remain critical, underscoring that implementation, not ambition, is the current challenge.
Additional innovations include experimental technologies like carbon-capture modules for ship exhaust, removing up to 78% of CO₂ and 90% of sulfur emissions, demonstrating creative transitional tools for decarbonisation.
